CLIENT CASE STUDY · MICRO-TOOL
Empact PPWR tool
The new EU Packaging and Packaging Waste Regulation (PPWR) affects every business that puts packaging on the market. For Empact, a consultancy firm, I built a free checker that works out which role you have under the regulation, and which tasks and deadlines come with it.

THE IDEA
Why the tool starts with your role
The PPWR replaces the old EU packaging directive and applies directly in every EU member state. The first deadline passed in August 2026, and the strictest requirements follow in the years up to 2030. Online stores that only resell packaged products fall under it too.
First you need to know which role you have: manufacturer, importer or distributor. That role determines which requirements apply to you, and finding the right one is harder than it sounds.
That's why the tool starts with that question and ends with a personalized task list. You don't need to know anything about the regulation up front, because the tool explains every term in plain language along the way.
THE APPROACH
How the PPWR tool is put together
Role decision tree
The first question is which economic role you have. Then the tool checks if you're also a producer under extended producer responsibility, the scheme in which producers help pay for collecting and recycling packaging.
Task list by deadline
All 188 requirements from the regulation are built into the tool. You only see the ones that apply to your situation, in order of deadline.
Two routes
If you just want a quick overview, you'll have one within a few minutes. The full analysis goes step by step through your role and your packaging.
Draft declaration of conformity
The full analysis ends with a checklist for the declaration of conformity, the document that shows your packaging meets the requirements. The tool states that this is for guidance only and isn't legal advice.
